Letter regarding Merewether's delight on receiving the Government notifications and seeing how well Pelly's labours had been appreciated in both Bombay and Calcutta, as well as giving his thoughts on Sir Seymour Fitzgerald (Governor of Bombay) and Lord Mayo (Viceroy of India).

The letter goes on to discuss the benefits that Merewether is already seeing from the present Government's new bolder and more vigorous policy particularly in regard to the Persians on the Beloochistan [Baluchistan] frontier, and detailing a recent attempt by Ibrahim Khan and the Governor of Kerman to amass a large force at Bampoor [Bampur] which was subsequently broken up. Merewether also goes on to discuss the need to fix the location of the Persian boundary line to prevent further similar incidents occuring.

The letter concludes by discussing recent events in the Gulf, including Persian attempts at interfering in Bahrain, the need for Muscat to be placed under the Bushire Resident, and Merewether's opinion that the promotion to the post of Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Muscat should go to one of Pelly's current Assistant Residents; and gives the remainder of his tour plans as well as the dates he will be in Bombay.
