Letter enclosing the 'Afghan Despatch' for Pelly's confidential information (no longer enclosed) and informing him that things have remained in a status quo since Pelly left, expressing his hopes that if things stay the same for a few more months their policy will be vindicated, and reporting that the Government of India has been strengthening its position in Cashmere [Kashmir] and Khelat [Kelat].
The letter goes on to express Burne's envy at Pelly's return to England (on his retirement); his fears that English public opinion is still opposed to action of any kind on the Empire's frontiers and his opinions on the political attacks on Lord Lytton.
