Letter regarding the Ameer [Amir] of Cabul [Kabul], Shere Ali [Sher Ali Khan], who is refusing to give in or back down and the likelihood that a re-establishment of relations with him would now be impossible.

The letter goes on to give Burne's thoughts on a united and strong Afghanistan under a ruler such as Shere Ali, which if allowed he believes would be a mistake; the terms under which a restoration of relations could be agreed to which would need to include his signing away Candahar [Kandahār] and Herat, so that western Afghanistan would be under the Government of India's influence, or a ruler nominated by them; and if no restoration is possible to extend the Government's influence from Quetta and being prepared to take it by force if necessary in order to annul the effect of Russian advances and detach Western Afghanistan from Cabul.

A postscript to the letter informs Pelly that he is going to Madras with Lord Lytton (Robert Bulwer-Lytton) the following week; and of the news that Lord Salisbury (Robert Gascoyne-Cecil) is leaving the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. .
