Letter regarding recent despatches from Tehran which related to the proceedings of Russia in Southern Central Asia. The letter goes on to debate whether the proceedings are a ruse on Russia's part of the first steps in 'a wave destined to break on British India' and to outline the current facts with regards to Russia's position in this part of Asia, as well as Pelly's personal thoughts on the subject.
