The following matters are detailed in the memorandum:

  • The organisation of Lewis Pelly's private office, giving the location of various confidential and important papers kept there, along with the cypher code for confidential correspondence.
  • The submission of progress reports regarding revenue administration.
  • Captain Jackson having charge of the treasury and of the palace, with assistance from officers of the Gaekwar, with seals having been placed across the doors to various rooms.
  • Mr Bentley of the New Bank of Bombay being in Baroda to examine the accounts current between the Gaekwar's state and bankers or shops.
  • The question of a carpet bag full of jewels found at the railway station about to be taken out of Baroda state, which the Gaekwar's daughter has made claim to, but which need to be inspected in order to determine whether they belong to her or the state.
  • A file on all prisoners and witnesses under detention or surveillance.
  • The Khureeta An important letter usually sent in an elaborate textile pouch, dispatched as part of the royal or diplomatic correspondence of rulers and elites. the Viceroy addressed to the Gaekwar regarding his arrest.
