British who were credited with wishing to withdraw their
troops. Evidence of extensive intrigue hy German Agents
in the interior was not wanting. It was generally
believed hy the tribes that the Germans were
victorious, that the emperor and his followers had
embraced Islam, and that the moment was propitious for
driving the sultan and the English out of the country.
In spite of the friendly character of Shaikh
'Isa's letter the sultan was convinced that the religious
element was opposed to peace; an intercepted letter,
written by Nasir ibn Sulairnan Siyabi of Samail
stated that the Imam and Shaikh Hamyar would accept Shaikh
Isa's advice, but that the Imam would never consent
to make open surrender and would fight to the end to
overthrow the present state of affairs in Musqat, where
there was no rahomedan law or Justice.
Following upon the replies from the leaders,
Humaid ibn Saiyid al Fulcdti of Wadi A seasonal or intermittent watercourse, or the valley in which it flows. Ito^awah visited
the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. with the object of obtaining
further information as to the terms of the negotiation.
He is a man of some intelligence and instruction, he
has trade interests in socotra, knows the Aden
authorities and has been employed by them as an
intermediary in a Socotra dispute. He expressed
his views, which were probably those of the rebel leaders
as follows:-
1. The people as a whole welcomed British intervention,
but were anxious to know what we expected to gain.
2. Tile sultan was not really anxious for a
reconciliation, but was moved by a wish to please the
English.
3. He does not conform to the Mahommedan faith and
is regarded as a heretic.
4. Peace could only be agreed to on the following terms:-

This printed memorandum was received from the Chief Political Officer, Basra, under Sir P Cox's letter (No 3) dated 18 August 1916 (see IOR/L/PS/10/426: 3744/16), and includes a report by Gertrude Lowthian Bell (signed G L B), originally published in the Arab Bulletin, concerning the rebellion against the Sultan of Muscat, Fayṣal bin Turkī Āl Bū Sa‘īd, and, subsequently after his death, his son, Taymūr bin Fayṣal Āl Bū Sa‘īd. Bell gives a description of the causes of the rebellion against the Sultan of Muscat, which, in her opinion, were 'partly due to old and deepseated matters of disagreement and partly to the reflex action of modern European politics'. She goes on to describe various events from May 1913 to July 1916, including: the fall of Nizwa [Nizwá] and Izki [Izkī]; the visit of the Viceroy to Muscat in February 1914; the death of Fayṣal; the religious character of the uprising ('Jihad'); and potential peace terms.
