The letter is requesting the Resident's opinion on the amount of cargo the owners of the Duncan have forfeited, as a result of conveying an urgent packet to the Bombay Presidency The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent. .
Enclosed with the letter is a copy of a letter from J J Cross, Supra Cargo of the Duncan to Francis Warden, dated 14 July 1815. The letter explains that the author is not in a position to provide a suitable estimate of the cost of expediting the Duncan's journey to Bombay.
