Letter asking Pelly what he thought of the outcome of Baroda affairs, his disappointment that the opinions of the three English Commissioners were not acted on, and regarding the way in which the English newspapers were misled on the matter.
The letter goes on to consider the various native Chiefs' attitudes to the affair and their recognition of the new Gaekwar (Sahajirao III Gaekwad) as well as the question of a debate on the affair in Parliament.
The letter concludes by discussing matters relating to colleagues in India and the anticipated arrival of the Prince of Wales (later King Edward VII).
