The statement details the four offences which His Highness Mulhar Rao [Malharrao] Guikwar [Gaekwad] is accused of:
- That His Highness, through agents and in person, held secret communications for improper purposes with some of the servants employed by Colonel Phayre, the Resident at Baroda.
- That His Highness paid bribes to some of the servants, or caused bribes to be paid.
- That the purpose of the secret communications and payment of bribes was to use the servants as spies to obtain information and secrets and to cause injury to or remove Colonel Phayre through poisoning.
- That an attempt to poison Colonel Phayre was made by these servants at the instigation of His Highness.
