Telegram requesting that Pelly instruct the Counsel not to open the case as proposed by Jonathan Duncan Inverarity, or to use the documents mentioned as showing motive on the part of the Guikwar [Gaekwar] (Malharrao), as it would lead to a change in the enquiry into a political one and potentially cause incalculable delay and embarrassment.
The telegram also states that the Government's Counsel should be instructed to confine themselves to proof of facts and leave the Guikwar's motives to be inferred from the proof, and that they should abstain from putting forward the reports of the Baroda Commission or documents relating to the quarrels between Colonel Robert Phayre and the Guikwar in order to avoid bringing up political or personal matters.
