now exclusively with the Government of India, and that the Government
of Bombay had no authority over him.
On arrival at his destination Major Rawlinson found that Colond
Farrant, whom the British Ambassador at Constantinople had deputed to
Turkish 'Iraq to enquire into the Karbala affair, was still at Baghdal
and that he had been ordered by the same authority to remain there during
the progress of the negotiations at Erzeroum, and to retain in his owi
hands the management of affairs relating to the frontier disputes betweei
the Governments of Turkey and Persia. Major Rawlinson carefulh
avoided bringing his powers into collision with those of the special Com
missioner ; and he did not intervene in frontier matters, except by way ol
co-operation at Colonel Farrant s own request, until the departure of that
officer from Baghdad.
In 1844, after entering on his special frontier duties, Major Rawlin
son made a tour, in connection with border disputes, to Zohab, Kirman-
shah and Sulaimaniyah. He was accompanied by Commander Felix
Jones, I.N., who made a survey of the districts traversed.
The political or Indian status of the British representative at Bagh
dad was now technically that of Agent, to which it had been reduced
from that of Resident in 1812 ; and Major Rawlinson and his successors
for*many years seem never to have described themselves in their corre
spondence with the Government of India otherwise than as " Political
Agent."
It appears probable that from 1802, when a consular exequatur was
obtained from the Porte in the name of Mr. Harford Jones, until 1841,
when Colonel Taylor was appointed His Britannic Majesty's Consul at
