Draft in English giving.the sense of a letter to be addressed
to the Shaikh of Qatar.
I have to inform you that I proceeded to London and
referred to the Directors the various matters arising out of
our discussions with regard to the oil concession for the
State of Qatar.
The Directors accept the demands as set forth in the
draft delivered to you on the 3rd March 1355, provided always
that agreement is reached with regard to the finajicial terms
and with the following exceptions. ^ ^

The words "and the cost of their arms" cannot be accepted.
The Company agrees to pay for the cost of armed guards
which clearly includes the cost of their arms. The Company
however being purely a commercial concern cannot agree to
pay for arms separately and specifically.
Article 18. Trial of foreign subjects..
This is a political matter and we are instructed by His
Britannic !fe.1esty ! s Government that they do not approve of
the inclusion of a provisioncof this sort in a commercial
agreement. The Company however .ill be bound by any
agreement on the subject which you may make with His
Britannic Majesty's Government.
I now enclose a draft of article 4 and request an interview
so that I may offer you financial terms.
