The letter is transmitting a dispatch to Major General Sir William Grant Kier. The subject of the dispatch is a boat captured by HM Sloop Curlew on 21 May 1819 and legal proceedings to be taken to determine how to dispose of said boat along with associated property; currently the boat is being held at the Bushire Factory An East India Company trading post. . It includes advice from Ollyett Woodhouse, HM Advocate in the Vice Admiralty Court of Bombay, on the prospects for pursuing a legal case against the boat for piratical acts. The dispatch consists of eight enclosures:

1. A copy of a letter from William Newnham, Secretary to the Government, Bombay to William Walpole, Captain of HM Sloop Curlew and Junior Officer in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , dated 17 July 1819.
