(4) As regards the suggested amendment of the last
sentence of para.4. of Colonial Office letter of the 16th
September last, I am to point out that failure on the part
of the Company to ohserve certain of the conditions set
out in tlie first para» of that letter could not he remedied
even after the lapse of a reasonable time. It should,
however, be understood that the Company would be allowed a
reasonable time in which to appoint a British member
of the Board of Directors, or a Chief Local Representative
in Bahrein in the event of either of those posts falling
vacant, and if the Eastern Gulf Oil Company so desire, His
Majesty's Government are prepared to agree^to the 4th para,
of the Colonial Office letter of the 16th of September" last
being amended by the addition thereto of the following-
words : -
. " it being understood that a reasonable time shall be
allowed for the replacement of the British Director or the
Chief Local Representative in the e^ent of either of those
posts falling vacant". His Majesty's Government are,
however, unable to agree to the suggestion that, in the
event of a breach of t ; e conditions prescribed, the
Concession should not be cancelled but shoiid 1 revert to the
Eastern and General Sym&cate. His Majesty's Government
are not prepared to contemplate a partial or limited
assignment of the Concession. Any assignment now made must
be final and complete and in such form as to cause the
assignees to be definitely substituted for your Syndicate
as regards the enjoyment of all benefits and the performance
of all obligations under the Concession.
His Majesty's Government are not concerned with the
financial arrangements contemplated between your Syndicate
and the Eastern Gulf Oil Company in connection with the
proposed assignment, and the question of safeguarding
the continuing royalty mentioned in the Company's letter
bjidei rexe ence, or of providing financial compensation
in lieu thereof, is one for settlement between your
Syndicate and the Eastern Gulf Oil Company.
(5) As regards the suggested extension of the concession
to cover the whole of Bahrein, His Majesty's Government
consider tiiat this is a separate question which could more
properly be discussed when the questions relating to the
existing concession have been disposed of. No decision
has yet been reached by His Majesty's Government in regard
^ 9.ppli cat ion rnade by your Syndicate for such an
extension. It is probable that further consultation with th(
local authorities will be necessary before a decision is
reached on the subject, and, while His Majesty's
Government cannot indicate the line which their decision
is likely to take, it would be unwise to assume that it
will necessarily be favourable. In these circumstances,
further delay must be anticipated, and His Majesty's
Government feel that the Company will agree v/ith them that,
from their point of view also, it is preferable that the
two matters should be dealt with separately, and that a
settlement of the questions at issue regarding the existing
concession should not be delayed until a decision can be
taken on the subject of its extension.

The volume is a direct continuation, with some overlap of correspondence, with ‘File 86/2 I (C 30) Bahrain Oil Concession (Eastern & General Syndicate)’ (IOR/R/15/1/649). The principal correspondents in the volume are the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. in Bahrain, Captain Charles Prior, Major Frank Holmes, Director of E&GS, and various representatives of the Colonial Office of the British Government in London.

Key subjects covered by the volume include:

  • Negotiations between the British Government and E&GS (on behalf of EGOC) for the transfer of the Bahrain oil concession from E&GS to EGOC, with particular emphasis on four conditions stipulated by the British Government to ensure sufficient British control of a concession funded by foreign finance;

Arrangement

The volume’s contents are arranged in approximate chronological order, from the earliest items at the front to the latest at the rear. Office notes at the end of the volume (folios 234-38) mirror the chronological arrangement. The subject index at the front of the volume (folio 2) refers to the original foliation system using uncircled pencil numbers.

Physical characteristics

Foliation: The main foliation sequence begins on the front cover and ends on the inside back cover, using circled pencil numbers written in the top-right corner of each recto The front of a sheet of paper or leaf, often abbreviated to 'r'. . A second foliation sequence is present between folios 2-53 and 72-233; these numbers are also written in pencil, but are not circled, and can be found in the same position as the main sequence.

The following foliation anomalies occur: 1, 1A, 1B, 1C, 1D and 1E; 2 and 2A; 130 and 130A; 144 and 144A.

Folios 176-195 are bound together and housed in a clear polyester sleeve.
