Letter regarding the need to employ a confidential clerk as Pelly has been using a young man he trained in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , but that he will be required to return there now Pelly's appointment has been confirmed.
The letter goes on to comment on the essential use the young man has been as the confidential clerk and suggesting a way of re-arranging the assistants to cover the costs of a clerk if one cannot be granted.
