Letter regarding the annoyances that the Persian authorities are causing to commerce in the Gulf and the difficulties caused by the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. ruling that the Resident should ony communicate with a Persian Foreign Agent as there is not currently one in the Gulf area and that hinders Pelly's ability to arbitrate truces.
The letter also discusses arrangements for placing a boy in the Byculla school.
