Letter, possibly to William Robert Seymour Vesey Fitzgerald, Governor of Bombay, regarding an appointment in Bagdad which Pelly is unable to accept owing to the current state of affairs with Persia, Arabia, East Africa and Afghanistan.

The letter goes on to discuss the new Political Arrangements which he has heard about from sources unconnected with the Indian Government and asking that his name be kept in consideration by the Viceroy for any suitable vacant posts.
