Letter regarding Captain George Andrew Atkinson and his relationships at Muscat as well as Pelly's desire for their to be a permanent appointment in Muscat in particular with regards to the character of the individual posted there.

The letter also discusses the withholding of vital correspondence relating to the British Governments relations with Tehran and opposition to steamers remaining in the Gulf.
