The letter is requesting instructions for the guidance of the Resident in the event that an expedition is launched against Persia from one of the Turkish Ports; Bussorah [Basra], and/or Koweit [Kuwait]. It notes that the Resident fears this could threaten the maritime tranquillity of the Gulf, and undermine the progress of British policy in the region.
