The letter relates to the Imam of Muscat Syed Soweynee’s [Thuwaynī bin Sa‘id] plans to introduce a levy on British subjects (specifically, Hindus from India) in his port. Kemball reports that the amicable arrangements reached at Sohar between His Highness and the Wahhābī A follower of the Islamic reform movement known as Wahhabism; also used to refer to the people and territories ruled by the Al-Saud family. commander ‘Abdullāh bin Fayṣal have led to plans for the levy being abandoned. Kemball makes mention of a similar scheme, brought to his attention by the Native Agent Non-British agents affiliated with the British Government. at Sharjah; a capitation tax, levied in that town against non-Muslims, which amounted to five or six rupees Indian silver coin also widely used in the Persian Gulf. per person per annum, and which gave non-Muslims immunity against military service and other ‘feudal obligation’. Kemball requests the Government’s views on the scheme.
