The letter is informing the Bombay Government that a dispatch has been received from Major George Willock, and that it is now on route to Bombay. It also briefly outlines issues which are being pursued by the ambassador in Tehran.
It further reports that Major Willock is of the opinion that the Persian Government will not permit the British to anchor any 'ships of war' at any of their ports without prior permission; it therefore notes that instructions have been issued that all stores are to be removed from Moghoo.
