5. as regards the terms of the draft letter, Mr Benn,
in the light of the arguments employed in Foreign
Office letter of 16th August, No. E. 4059/E81/91, to the
Colonial Office, does not press for the retention of the
reference in paragraph 2 to which exception is therein
taken. He would, however suggest in view of the
desirability of making clear the special relation in which
His Majesty^ Government stand to the local Arab Eulers,
