The letter details his visit to his brother-in-law (John Robert William Vesey, 4th Viscount de Vesci of Abbey Leix) and the contrast between their life in Ireland and the accounts of poverty and destitution he has heard of among the people in general there.

The Letter also enquires as to what Pelly's next appointment in India will be, and comments on the various rumours and reports regarding it in the papers before discussing political matters including recent actions by the Turks.

The letter concludes by commenting on the news that the circulation of The Times has been diminishing owing to the increased interest being paid by the Daily Telegraph and other papers to the affairs of the Government in regard to the Empire.
