Letter regarding Lewis Pelly's role in representating Lord Lytton and the British Government in negotiations with an envoy of the Khan of Afghanistan, and setting out a clear position and policy with regard to Afghanistan for the purposes of the forthcoming talks.

Enclosed with the letter is an extract of a letter which also forms the basis of the letter at folios 197-198 and which is Lord Lytton's final reply and instructions to be used by Pelly in communicating with the Ameer [Amir] of Afghanistan's envoy, and outlines the course of action to be pursued should the Envoy choose to rupture negotiations and return to Cabul [Kabul].
