Letter instructing Mr Rozario to proceed to Gwadar and await a telegram from Government. If the telegram approves his travels to Maskat [Muscat] he is to travel there and hand the enclosed letter to the envoys, or suitable Government officials and request an early written reply which, if favourable, will permit him to land and conduct affairs.

The letter goes on to reinforce the need to refrain from all political matters there and to pass on any attempts at discussions on to Pelly.
