Letter regarding the recent decision of the Persian Foreign Office that all individuals of an 'exceptional character' must have a character reference signed by a competent authority before they can work for the Residency An office of the East India Company and, later, of the British Raj, established in the provinces and regions considered part of, or under the influence of, British India. and the objectionable conduct of the Foreign Office Moonshee [ Munshi A term used in the Middle East, Persia and South Asia to refer to a secretary, assistant or amanuensis. Munshis were employed in the British administration in the Gulf. ] in Bushire.

The letter has been written in pencil and contains a number of crossings out and corrections in both pencil and ink.
