Letter regarding the increase in complaints that Pelly has to deal with which are being created by the opening up of trade throughout the Gulf and discussing a complaint from Mr Mackenzie (of Gray, Mackenzie & Co) regarding restrictions being placed at Shiraz on the purchase of goods for shipment by steamer. The letter also describes fifty new complaints received via Captain Way and the way in which Pelly is assessing them and forwarding them to His Royal Highness the Hissam-eh-Sultanah in order to avoid troubling Mr Alison with them.
The letter also refers to a demi-official letter from Mr Mackenzie and a list of claims received from Captain Way as being enclosed with the letter, which they no longer are, to show they type of claims being received and why they are being referred to Shiraz rather than to Alison at Tehran.
