A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency.

In connection with a forthcoming route study,
the Ministry of Civil Aviation is anxious to obtain comprehensive data
on traffic using the airports at Bahrein*.
The attached appendix shows the complete
requirements and I am informed by the Ministry on enquiry that full
information as outlined is actually required, and they have stressed
that as far as possible precise details should be given#
It would be convenient to have statistical
returns uniformly up to date to the 30th. September 1948, and I am
required to submit this information so that it reaches London by the
15th. November*

The file’s contents are a result of changes made in 1948 to the administration of civil aviation in the Middle East, with the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , including the Arab coast of the Gulf, falling under the remit of the Civil Air Attaché in Baghdad. As a result of the change, B G Barnard, the Civil Air Attaché in Baghdad, requested from the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. at Bahrain, comprehensive data on air traffic at Bahrain, with a detailed outline of the data required (ff 5-6). The bulk of the file is a copy of the data subsequently sent to the Civil Air Attaché (ff 7-23). This information includes: total movements (landings and take-offs) by month (April to October 1948); numbers of passengers, aircraft type, air operator and country, and nature of flight (military, scheduled, private) for each month; airport revenue derived from landing, parking and hangar fees; and numbers of overflying aircraft using radio facilities at Bahrain.
