My dear Belgrave.
I enclose an extract from a letter received
from Kuwait. Colonel Hay remarks that in view of
the facts (a) that divers can mostly obtain other
employment and (b) with the probable expansion of
the Japanese cultured pearl industry the Gulf pearl
may soon be unable to find a profitable market, it
is perhaps no longer necessary to discourage the
use of modern diving equipment by local Arabs (but
not of course by foreigners). It is arguable that
they ought to be allowed to make what they can out
of the local pearl while there is a market loft.
