3. As regards Article 25 of the P.C.L. Agreement
when Sheikh raised the question of consulting P.C.L.
Murphy gave him to understand H that it was not necessary
for him to do so and that he need not worry about any
complications with P.C.L."

misunderstanding I think Sheikh should be told that he
