4. Any person within the territories v/ithout
lav/ful authority and in any manner likely to prejudice
the efficient prosecution of the war obtaining, recording,
communicating to any other person, or publishing, or
having in his possession any information which would or
might be directly or indirectly useful to the enemy, shall
bo liable to a penalty of imprisonment for a term not
exceeding 14 years, and may be deported.
5. Any person endeavouring in any way to
influence public opinion in the territories in a manner
likely to bo prejudicial to the efficient prosecution
of the war shall be liable to a penalty of imprisonment,
for a term not exceeding one year, or of a fine of
Rs.5,000 or of both and may be deported.
