2. The report has been read with interest. Conditions
in Persia were during the period of the report and still are
going tnrough a transition stage, which is inevitably one of
considerable difficulty . The need for retrenchment coin
ciding with this has created difficulties of another kind.
But the report shows the spirit in which difficulties of all
kinds have been dealt with and I am to express the satisfact
ion of the Government of India with the manner in which their
officers serving in the
Persian Gulf
