PA-245 dated the 23rd November 1940 ?
2, I have now received authority to issue a temporary
ship*s warrant for the Panamanian Steamship "California
Standard" and forward the Warrant herewith.
3. Arrangements have been made to issue the Panamanian
Steamship "Ceylon" with a temporary warrant at Mombasa.
