The file contains a note from the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. , Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , addressed to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrain. It is dated aboard the scheme yacht, King Faisal , 4 December 1946, and is forwarding a note by Messrs Gray Mackenzie, Bahrain dated 17 August, 1946.

The note records a conversation with a Mr Klein who mentioned that his company had purchased two 5000 ton freighters: one to transport locomotives from the United States of America to France and the other to carry drums of gasoline from Bahrain to Red Sea ports and further down the East African coast. Also discussed are the potential political difficulties of opening an office in Bahrain and how this could be circumvented.
