the Srinagar airfield unusable and rendered much aore difficult the
long strung out communications of the Indian troox^s. The Moslem
insurgents and raiders were increasing in numbers and their morale was
high. They were able to harass the Indians right up to the gates of
Jammu City, On 23rd-24th December the Indian troops were forced to
withdraw from Jhangar to Naushera, with considerable casualties, and
in order to relieve the situation.
4. On 21st-22nd,December the Prime Ministers of India and Pakistan
met at New Delhi in one more effort to reach an accommodation, but
without success. It was however, agreed that the Government of India
would lay the matter before the Security Council by way of complaint
against the assistance given in Pakistan territory to the Moslem Forces.
Ihe Pakistan Government would have preferred a joint approach to the
United Nations Organisation by the two Governments with a request for
their arbitration in the dispute as a whole, but the Government of
India declined to'agree to this,
5, ns a preliminary step, the Government of India addressed a note
to the Pakistan Government on 23rd December requesting the latter to
stop participating in .the attack on Kashmir, to deny the use of
Pakistan territory to the Moslem forces and all supplies and assistance
to them. Failing this, the Government of India said that they would be
compelled to take such action, with due regard to their rights and
obligations as a member of the United Nations as seemed necessary to
protect their interests and those of Kashmir. There was real danger
for a few days that the Government, of India might immediately send
their forces into Pakistan territory with a view of denying to the
Moslem insurgents and raiders the use of facilities provided to them
there and the United Kingdom Government intervened to counsel patience
an the Government of India in an answer to a message informing them of
the latter's intention to bring the matter before the Security Council.
