Part 4 contains correspondence relating to British garrisons at Robat and Kacha. The correspondence is between the Foreign Department of the Government of India, the Viceroy of India, the Foreign Office, and the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. . Included as enclosures are letters and telegrams from the following:

• War Office;
• Secretary to the Treasury, London;
• British Consul for Seistan [Sīstān] and Kain;
• Indo-European Telegraph Departments;
• Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Chagai;
• Agent to Governor-General and Chief Commissioner in Baluchistan.

The papers cover several matters, including:

• the question of whether the Imperial or Indian treasuries are responsible for the cost of the garrisons at Robat and Kacha;
• the need to reinforce garrisons owing to the arms traffic between the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. and Afghanistan;
• plans to strengthen the Consulate in Seistan;
• plans to improve quarters at Robat;
• the regular relief of detachments serving at Robat and Kacha between 1911 and 1914.

Folios 98-103 contain architectural plans for improvements at the Seistan Consulate.
