Simla, the 18th July 1907.
We have the honour to acknowledge the receipt of your Political
despatch No. 10, dated the 1st Pebruary 1907, enquiring whether it has
hitherto been the practice for India to bear the cost of maintenance of prisoners
convicted by His Majesty’s Agent and Consul-General at Zanzibar and sent to
India for imprisonment, and requesting that you may be favoured with any
observations which we may have to offer on the subject.
2. In reply, we have the honour to forward, for your information, a copy
of a letter from the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. , No. 3539, dated the 14th May
1907, with enclosures, which describes the existing practice. We concur in
the opinion expressed in paragraph 3 of the letter from the Bombay Govern
ment that the^ cost of maintenance of British Indian convicts sent for confine
ment in the jails of the Bombay Presidency The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent. should be borne by the Zanzibar
Protectorate^ in the same manner as the maintenance charges, of the British
Indian convicts from Native States imprisoned in British jails, are paid by
the Native States concerned.
