His Britannic Majesty’s Court, Siam,
Bangkok,
13th August 1904.
I have the honour to inform you that three Pathans, natives of Peshawar,
named Razda Khan, Amir Khan, and Gol Khan, were, on the 10th instant,
sentenced by this Court to terms of ten, seven, and three years’ imprisonment,
respectively.
Article 56 (1) of the Siam
Order in Council
A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council.
, 1903, provides that, “where an
offender is sentenced to imprisonment and the Court for Siam thinks it expe
dient that the sentence be carried into effect within His Majesty’s dominions,
and the offender is accordingly under section 7 of the Poreign Jurisdiction
Act, 1890, sent for imprisonment to a place in His Majesty’s dominions, the
place shall be either Singapore, or a place in some other part of His Majesty’s
dominions, the Government whereof consents that offenders may be sent thither
under this Article ”.
There being no sufficient accommodation in the Consular Gaol at Bangkok
for prisoners serving long terms, I have the honour to request that you will be
so good as to inform me, at your early convenience, whether the Government
of India consent to receive the three above-named convicts to serve their
sentences in India.

My Judicial despatch, dated 13th August last. Two prisoners, third
having died, will be sent to Calcutta on 27th January. Please instruct police,
if you see no objection.

Telegram, dated the 27th January 1905.

To—The Foreign Secretary, Calcutta.
My telegram, dated 21st January. Prisoners have been sent to Madras
yesterday, favourable opportunity occurring. Give them necessary instructions.

Your telegram, 27th January. Government of India are prepared to
receive convicts named on payment Rs. 100 each annually. Please telegraph
name of ship and probable date of arrival at Madras.
