With reference to telegram No.97 dated 13th instant
from the Comander-in-Chief, 7ast Indies, relative to a
possible massacre of the Garrison at HI Katif, I am commanded
by my Lords Commissioners of the Admiralty to acquaint you,
for the information of the Secretary of State for Foreign
Affairs, that hiile they vould approve of the Commander-in-
Chief, East Indies taking such action as might be necessary
to assist the Turkish Garrison, if such should be decided on,
yet Their Lordships are decidedly of opinion that there are
insuperable ob,lections to the landing of men from P.M. Ships
("fho are not provided vith the necessary equipment for land
operations) nor is it desirable to employ bluejackets in
military operations.
The assistance from II.','.Ships must be limited. My
Lords consider, to That ean be given from the sea, and as
"j 1 Katif can only be reached by boats drawing 6 or 7 feet
of ’fater the assistance possible from the sea will be
restricted.
H.M.Ships "LAPWING" and "REDBREAST" will not them
selves be able to approach within 7 miles of El Katif.

The correspondence is between the Government of India, Foreign Office, Admiralty, and India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. . Further correspondence, included as enclosures, is from the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Bahrain, British Consul at Basrah, and British Ambassador at Constantinople.

The papers cover the discussion over the British response to an outbreak of violence between some of the Bedouin tribes and the townspeople of Katif following a disagreement over date crops. The disturbance extended to acts of piracy along the Gulf coast. The correspondence addresses the question of what the Turkish response will be, whether they need assistance, and what naval assistance the British can offer. Included are naval reports from the three vessels in the vicinity: HMS Lapwing, HMS Sphinx , and HMS Redbreast .
