Sir:-
With reference to wy letter of the 4th Instant,
relative to the dangerous situation of the staff em
ployed by the Oil Concessions Syndicate near Ahwaz, I
am directed by Secretary Sir Edward Grey to transmit
to you herewith copy of a despatch from His Majesty’s
Minister at Tehran, forwarding copy of a report from
His Majesty’s Vice-Consul at that place in which this
subject is fully discussed.
The state of affairs revealed by Sir C. Spring-
Rice and by Captain Lorimer is undoubtedly grave and
I am accordingly to state that it is, in Sir E. Grey’s
opinion, very desirable that the proposals for the
increase of the Ahwaz Consular guard made in the
letter from this Office of the 17th ultimo should
