Your 75-8 regarding Misbah-i-Divan is being repeated to Biscoe who will
be asked to report if he knows anything of 1800 men and by what route it is
proposed they should travel to Chahbar. As regards Chiefs they may be told
that “ Misbah-i*Divan is going to Baluchistan on a mission which is connected
with Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Muhtasham’s appointment as Governor*General of Kerman. He
travels with the knowledge of the British authorities To this please add for
yourself that Misbah-i-Divan has been commended by His Majesty’s Minister
at Tehran to my good offices and those of other Consular officers in the Persian
Gulf. Nothing should be done to embarrass him but his doings should be
watched and reported.

thereto repeated for your information. Kindly report on opening paragraph of
reply.
Begins .—“Following from Clerk in Charge, Chahbar. Begins .—“ It is
stated that Islam Khan is coming in to pay his respects to Misbah-i-Divan also
that 1800 men are coming overland from Bandar ’Abbas in addition to escort
from Kerman. Chiefs are anxious to know if British Government know anything
of Misbah-i-Divan’s appointment as Governor of Baluchistan”. Ends .—Can
I communicate anything to Chiefs ?

Director Persian Gulf’s telegram of 8th April. I presume you are com
municating contents to Minister, Tehran. I know nothing of Misbah s official
appointment as Governor which would in any case appear premature and pro
bably undesirable. The 1800 men from Bandar ’Abbas are presumably mythical.

  • the departure of the new Governor General from Tehran;
  • Misbah-i-Divan, created Governor of Baluchistan, on a mission to pacify Persian Baluchistan;

There are copies of letters in French, from Major G Glimstedt, Commanding the IV Regiment of the Gendarmerie Gouvernementale at Kerman.

The papers are arranged in approximate chronological order from the front to the rear of the file. The subject 348 (Kerman affairs) consists of two volumes IOR/L/PS/10/334-335, with part 1 in the first and part 2 in the second volume.
