Dear Mr. Shuokburgh,
I do not know whether you have seen this pamphlet; if
not, you will probably read it with interest. I have shown
it to M.I.7.B. who write as followss-
"Tha book was published in 1917, but if before or
'’after the Russian revolution it was evidently
"prepared before to make mischief between us and
"the old regime - the fall of the latter discounts
"the value of the material to the Grermans."
It struck me that it would be easy to counter this
effort of German propaganda by a compilation of extracts
from the German documents seized at Kirman. I have not
yet shown it to Mr. Oliphant at the Foreign Office, though
I daresay he has received a copy from some other source.
Will you kindly return this copy as soon as possible
as it was only lent to me by Major Wallinger?
