In reply to the letter of November 12th, 1913, I beg
to present the enclosed secret letter from the Government of
India for the perusal of the Secretary of State for Foreign
Affairs. It contains a statement of their opinions with regard
to the general position of British trade in Southern Persia,
with special reference to extension South of the Russian
commercial sphere of interest.

November 17th, 1913, w have the honour to convey to you the
following remarks with regard to the ussian Trade Competition
in Southern Persia.
ve are thoroughly agreed that it is highly desirable
to take every reasonable precaution to facilitate the commerce
of the ; outh of the ushire - Shiraz, Ispahan Line; not only
in the interests of Indian trade, but also on political grounds,
as a protection against the extension of Russian trade and with
