The file contains correspondence relating to an application, made by NA Kellow, for a monopoly on lime and brick manufacture in Bahrain. Kellow, a government contractor in Mesopotamia, applied to the Government of Bahrain via the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. , enclosing several letters of recommendation from leading British figures in Mesopotamia.
