21th March 1938, Eo. C'/SOS-IO/J 2, to Shaikh Sultan bin Saqr, Ruler of Sharjah.
After compliments,
With reference to the Agreement signed by you on the 17th September 1937
[No. 1], corresponding to the 11th day of Rajab 1356, granting to Petroleum
Concessions, Limited, an oil concession in respect of your territory, 1 have been
directed by His Majesty’s Government to inform you that, subject to the formal
confirmation by the Company of the arrangements described in my letter of the
23rd December 1937 [No. 3], to which you have agreed in your letter of the
26th March 1938 [No. 4], corresponding to the 23rd Muharram 1357, they are
prepared to accord their approval to the concession provided you accept the
following condition, namely, that should you wish to grant permission to a Bank
to open a branch or agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Sharjah, as mentioned in Article 25 of the Concession,
you will obtain His Majesty’s Government’s approval before entering into any
negotiations with the Bank.
Please let me know whether this condition is accepted by you.

In reply to your letter No. C/202-10/12, dated the 24th Muharram 1357,
equivalent to the 27th March 1938 [No. 5], 1 beg to inform you that should 1 wish to
grant permission to a Bank to open a branch or agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Sharjah, I will obtain
His Majesty’s Government’s approval before entering into any negotiations with
the Bank.

Sir,
I am directed by the Secretary of State for India to enclose herewith for
the information of Petroleum Concessions, Limited, a copy of a letter, No.
C/929-10/12, dated 23rd December 1937, from the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrein, to the
Sheikh of Sharjah [No. 3], together with a translation of the latter’s reply dated
26th March 1938 [No. 4], in regard to certain points which arise in connection with
the oil concession granted (subject to the approval of His Majesty’s Government)
to your Company by the Sheikh of Sharjah on the 17th September 1937 [No. 1], and
in connection with the Political Agreement of the 12th November 1937 [No. 2],
between your Company and His Majesty’s Government, regarding the said
concession.
2. I am to request that in accordance with the unofficial understanding
already reached, your Company will now be good enough formally to confirm their
acceptance of the arrangements embodied in the Political Agent’s letter of the
23rd December 1937, as binding on them.
3. On receipt of a letter from the Company accepting the arrangements
mentioned above, the Marquess of Zetland will convey to the Company His Majesty’s
Government’s formal approval of the oil concession granted to the Company by
the Sheikh of Sharjah.
