I have the honour to refer to jour letter of 16th September
directing ne to proceed to vatar for the negotiation of a
tieacy nitn Shaiuh Ahdalla.h bin Jasin bin Thani, and to report
tue action taken in accordance with jour instructions.
E. The "Lawrence" having left Bahrain on 19th October,
anchored m in Doha Bay about noon on the 20th; and I and Major
Keyes called on Shaikh Abdallah at 4.30. We were received by
him with friendliness, and, as far as I could see, with an
absence of suspicion and mistrust. This interview was devoted
to the establishment of cordial relations.
3. The Shaikh cane on board the following day by arrangement
at 2 p.n.; and, after the usual polite remarks, I ascertained
from him that he was really desirous of having intimate
relations with His majesty 1 s Government, thaijhe recognised the
fact that such relations must contain elements of advantage to
both sides, and that he preferred to hear first what we repaired
of him. I then read clauses I and II of our draft treaty
followed by copies of the mutual undertakings with the Trueial
Chiefs to which they refer, making from time to time the
necessary explanations. Mo objection was made to any of bhe
provisions of these latter, except to Article 6 of tne General
Treaty, which appeared to cause some uneasiness, and is, in
fact, somewhat difficult to explain at an early stage of
negotiations with one who is a comparatively new acquaintance.
I therefore dropped it for the time being; and the Shaikh
accepted the remainder oi the articles and. undertakings,
expressing his gratitude for the promises made in return.
Clause III relating to the arms traffic was then discussed. I
impressed upon the Shaikh the important fact mat all our
friends among his fellow rulers were now working with His
majesty's

In a copy of a telegram to the Secretary of State for India, dated 13 August 1913, the Viceroy of India acknowledges the former's wish to negotiate a treaty as soon as Britain's convention with the Turkish government comes into force [the Anglo-Ottoman Convention of 1913, which was never ratified]. However, the Viceroy suggests that, following the recent death of Shaikh Jasim [Shaikh Jāsim bin Muḥammad Āl Thānī, Ruler of Qatar], any action should be deferred until his successor, Shaikh Abdullah [Shaikh ‘Abdullāh bin Jāsim Āl Thānī], has established himself as ruler.
