to be able to accept British or an^r other foreign subjects as
remanent residents in ny countr] 7- at present. I would we leone
then gladly myself, but ny people are not yet sufficiently
civilised, nor is ny rule sufficiently consolidated, and I an
afraid of serious trouble, which could only end in nv own
destruction, if I allowed foreigners in now. You nay add,
however, that this is only a temporary difficult^ which I hope
a few years will remove, and I promise, if G-overmient will
allow clauses IV, V and VIII to stand over for the present,
to consider them again later and to accept then at as early a
date as possible".
Haj or Keyes and I then took our departure and returned to
K.h.S. "Lawrence" which left that evening for Bahrain nnd Basrah.
6. The clauses refused by the Shaikh being among those marked
bv von as essential, I was not able to enter into treaty without
reference to higher authority and H.k.S. "Lawrence" being
obliged to return to the Shatt-al-Arab for water almost
immediately, prevented me from entering into telegraphic
communication with j ou.
In consideration of the Shaikh 1 s remarks given above, and
the fact that the position is much as stated by him, I am
disposed to recommend that the Government of India may be
pleased to accept the explanation of his inability to admit
British traders into his dominions for the present, and to
negotiate the remainder of the draft treaty on the understand
ing that a subsidiary agreement regarding the clauses omitted
will be S made subseouently. I am convinced that Snaikn

In a copy of a telegram to the Secretary of State for India, dated 13 August 1913, the Viceroy of India acknowledges the former's wish to negotiate a treaty as soon as Britain's convention with the Turkish government comes into force [the Anglo-Ottoman Convention of 1913, which was never ratified]. However, the Viceroy suggests that, following the recent death of Shaikh Jasim [Shaikh Jāsim bin Muḥammad Āl Thānī, Ruler of Qatar], any action should be deferred until his successor, Shaikh Abdullah [Shaikh ‘Abdullāh bin Jāsim Āl Thānī], has established himself as ruler.
