(17) With reference to the flags of the vessels they will be regulated by
the general maritime laws on the subject.
(18) Employes of the vessels are prohibited from lending Persians gen
erally any sums of money in excess of two tomans 10,000 Persian dinars, or a gold coin of that value. , trading being excepted.
(19) No friendly Government has any right whatsoever to interfere with
the depth, course or bed of the river.
(20) The number, names and employment of persons who with the per
mission of the Government are employed on the vessels of friendly Govern
ments shall be entered in the Government books and should have a Persian
passport, otherwise they are not allowed to take service.
(21) As this permission to the mercantile marines of friendly Govern
ments to navigate the Karun is solely for the purpose of facilitating and
stimulating trade and nothing else, this will by no means be allowed to be
made a pretext for political discussions of any sort.
(22) The regulations obtaining regarding wrecks on shores generally
shall govern such cases and the salvage shall be paid to the natives of the
shore.
(23) Dangerous goods such as arms, etc., shall not be sold by the employes
of the vessels to Persian subjects, nomads or tribes, if sold they will be seized
and their value returned.
(24) Should any one vessel of a friendly Power violate these regulations,
if a steamer 600 tomans 10,000 Persian dinars, or a gold coin of that value. and if a sailing vessel 300 tomans 10,000 Persian dinars, or a gold coin of that value. fine will be in
flicted and the vessel shall be prohibited from the navigation for two years.
Addendum .—In case of dispute the Persian text to be gone by.

Noth 2. — As the‘‘mercantile marine” is mentioned, protests have been made by the Karguzar whenever,
R T M- S. “ Lawrence ” has entered the Karan, as also when it, or any man-of-war, has anchored in the Kanin
opposite or above Her Majesty’s Consnlate. Nothing has ev<>r foUowed from lln-se protests, and the qnesuon
never seems to have been taken up by the Persian Foreign Office in Tehran. But as it is nm to our interest to
admit the right of foreign warships to anchor in the Karun below Mohammerah, no steps have been taken in

Note 3.—(Para. 14.) This was modified in 1890 by the Amm-es-Sultan who ordered that 1 kran per ton
of the vessel’s registered tonnage should be paid for the upward trip, if loaded; $ kran if empty. On the
return trip 1 kran per ton on the vessel’s aerial cargo, if loaded, nothing if empty. ^
In the case of the steam launch “^Asp ” it was decided in 1893 that no dues whatever should be levied from
it, and the same custom has hitherto been followed in the case of the steam launches ‘ Bulbul and Ishtar.

Farman consisting of 5 faragrayhs of the Concession of the Nasiri Company in
the name of Mu'tamid-as-Sultan Haji Muhammad Mahdi, McUik-ut-
Tujjar and Haji Agha Muhammad Muin-ut-Tujjar for running ships
from above the rapids at Ahwaz to Shushtar. Signed by the Shah,
Sha’ban 1306 on the way to Azarbaijan on the journey to Europe.

In the time of the present Shah, in the interests of the progress of the
country, and with the special solicitude of the Shah, in the y ear of ^-n, it
was decreed that the Karun river below the Ahwaz rapids should be tree to
the whole people and a place for running merchant ships.
For the pride of Persia and assistance of Persian commercial enterprise,
we have given the rights of navigation above Ahwaz exclusively to Persian
subjects. 1
Therefore the following concessions have been granted in the following
five paragraphs to the Company of Persian subjects under the direction of
Malik-ut-Tujjar and Muin -ut-Tujjar.

Between folios 51-70, the volume contains a number of appendices including copies of various relevant agreements. On folios 69-70, the volume contains the Persian text of a concession granted to the Nasiri Company for running ships from Ahwaz to Shushtar.

The volume was compiled by Lieutenant Arnold Talbot Wilson, Acting Consul for 'Arabistan. The printing statement reads, 'Calcutta: Superintendent Government Printing, 1912'

The volume opens with a contents page (folio 4) followed by a prefatory note (folio 5), a list of relevant officials (folio 6), a schedule of appendices (folio 7), eleven chapters of text (folios 8-50) and ends with sixteen appendices (folios 51-70).
