APPENDIX XIV.
Aqreement between Shaikh Khaz’al. Scmlat-ul-Dowleh Qashkai and Wali of
Pusht-i-Kuh, dated 5th RaU’ul-SanV 1328 = 15th April 1910, executed at

Although the wise of all times and in various tongues have set forth the
results of unity and the profits of concord, and though everyone knows that
Governments are formed by concord, and that anarchy results from dissension,
yet it is to be regretted that this precious jewel (of unity) is in our dear coun
try unknown and unpriced and most people high and low care for nothing but
their own personal interests. . .
Since now-a-days all the wise men of the world in politics and adminis
trative matters have found no remedy but unity and have indicated no othei
medicine to cure our dear country.
Therefore those servants of the country, who from the beginning of the
constitutional regime in Persia (the twin of Paradise) have tried their utmost
to the best of their ability without prejudice or self-seeking in order to the
accomplishment of this holy aim, and have approved of the profitableness of
unity.
Wherefore from this date, 5th Rabi-ul-Sani, 1328, in the lucky and pros
perous year of It-il, these servants of the country have firmly tied the knot of
brotherhood and friendship in accordance with this agreement, which as long
as life remains they will faithfully keep. All the tribes of the Kashgai and
Arabs have been considered as one, and (the undersigned) have taken upon
themselves to fulfil the following six conditions and will as far as possible do
their best in order that perhaps the Almighty may save their dear country
from the whirlpool of death, and bring it to the coasts of safety.
Their serene and sacred highnesses, i.e., (the undersigned) have between
themselves given evidence and justice that they will not fail to do whatever is
demanded by brotherhood and each will look on his neighbours’ interests as his
own. We ask for the Grace of God on the perpetuity of this agreement, that
it may be to Persia strength, freedom, justice, life and constitutionalism.
Article 1. —The protection of our dear country is most binding on all Per
sians, and these servants of the country have agreed to take it on themselves to
the last minute of possibility with all their strength and will not show the
slightest backsliding.
A rticle 2. —The completion and strengthening of the constitutionalism of
the Government, and the independence of Persia must by all means be ac
complished and we will not hesitate to sacrifice ourselves for it, until such
time as a proper constitution has been started in Persia and firmly established.
Article 3. —The obtaining of security in Persia is one of the first neces
saries and the first condition of patriotism. Therefore we servants of the
country undertake that each will take measures to guarantee complete security
in his own boundaries and property, in order that foreign and internal trade
may be protected, and international communications safe-guarded, so that the
sons of our dear country may live in safety and the Chiefs of the Government
and State may be able to devote themselves without anxiety to the forwarding
of constitutional aims, and make efforts for the protection of the independence
of Persia.
Article 4. —The object of this treaty is the forwarding of constitutional
aims in Persia and the independence of the State, and therefore whoever of the
chiefs and nobles of Persia are of the same opinion and desire true unity will
be accepted with pleasure by the undersigned.
Article 5. —The undersigned are agreed to protect each other without fail.
Article 6. —The undersigned announce that they are the assistants and
helpers of the majlis, with this meaning that in future the members of the
majlis may consider themselves endowed with great strength and power and
may be able without anxiety for the profit of the whole country, make known
