Sir:-
Y/ith reference to your letter of the 21st of
January last respecting the appointment of Mr. Ou-
Yang Keng as Consul for China at Rangoon, I am directed
hy Secretary Sir Edward Grey to transmit to you the
accompanying copy of a Note from the Chinese Minister
in London proposing an exchange of posts between that
gentleman and Mr. Hsiao Yung Hsi who was recently ap
pointed Consul for China at Vancouver.
I am to enquire whether Viscount Morley has any
objection to this arrangement provided that the Sec
retary of State for the Colonies concurs.
Mr. Hsiao Yung Hsi was attached to the Chinese
Legation in London from 1902 to 1905 as Student In
terpreter and since that time he has been employed at
the Wai Wu Pu in Peking.
